4th International Taxation Summit 2010

BEIJING, CHINA, 13-14 OCTOBER 2010 – The International Taxation Conference was co-founded in 2006 by former International Director of IRS Robert Green and former Deputy Director-General of the International Taxation Department of SAT Dr Wang Yukang. The platform grew very fast into the successful annual taxation event it is today and each year it is a balanced mix of top-level officials, corporate in-house tax directors and tax practitioners discussing current and future trends.

After the success of the three first editions in Shanghai, the 4th International Taxation Summit 2010 was held in Beijing on October 13th and 14th. Organized by the Central University of Finance and Economics (CUFE), co organized by Noppen and the China Finance Executive Council (F-Council) and co-sponsored by the Tax Council Policy Institute (TCPI) the event was once again an exclusive get-together of over 170 domestic and international top-level tax experts and officers. Opening address at the event given by Co-Chairman, Mr. Robert Green, Of Counsel, Skadden and the welcome address was given by Dr. Li Junsheng, Vice President of CUFE. There were many well-known speakers at the event including distinguished keynote speaker Liao Tizhong, Deputy Director General of International Tax Department, SAT who gave an overview of international tax management in China. He stated "Currently, we lack information because international taxation is very complex, without information, it is impossible to supervise tax collection and practices." Another important speaker was Fu Shulin, Director of Non-resident Division, International Tax Department, SAT, who was most well-regarded. He shared his insights on the latest series of tax policy development for the management of non-resident tax matters and his commentators included Paul DiSangro, Partner at Nixon Peabody and Edward Shum, Partner, Northern China Tax Leader, PwC. The top rating topic at the event was Tax Practice in Expatriates Secondment and Non-trade Payment to Overseas as discussed by the panelists, Tommy Wu, Tax Director, Carrefour China; Robert Green; and Hally Xie, VP, F-Council."Provided us with a platform to share different ideas and opinions with peers, external consultants/lawyers and government officials" AKZONOBEL (Asia) Company Ltd

Prominent speakers included Steve Musher, Associate Chief Counsel, (International) IRS, USA who spoke on China's role in the international tax community; and He Liantang, Director of Large Taxpayer Department, SAT who presented on the tax risk management of large enterprises, a popular topic at the event. Other noteworthy topics included TP risk management and documentation preparation by Garry Stone, Global Leader, Transfer Pricing Group, and Barry Shott, Managing Director, National Tax Services, both from PwC; China APA/MAP update by Wang Yi, Senior Staff of Anti-Avoidance Division, International Tax Department, SAT, Barry B. Shott, and Jeff Yuan, Partner, PwC; and tax risk management of MNCs presented by Cao Mingxing, Assistant Dean, CUFE School of Taxation, Zhang Feili, Tax Director, Siemens and Song Ning, Senior Partner, CTAC Group. "The event was a great platform as I was able to communicate with Taxation Officials from the National Tax Administration face to face" PHILIPS

Other topics discussed included key tax issues in inbound and outbound M&A transactions by speakers from Skadden; a review of China's main tax policy changes by Wang Jianfan and Guo Chuiping, Tax Policy Department, both from the Ministry of Finance, PRC; and developments and progress of the 2010 OECD guidelines presented by Maik Thomas Heggmair and Ou Hai Lan, WTS. Other speakers and commentators came from the Regional Tax Counsel for EMEA and Asia Pacific, Delphi, SAT Beijing Office, Baker & McKenzie, and CUFE School of Taxation. At the end of day two event proceedings were rounded up by Co-Chairman, Dr. Wang Yukang.
