China Offshore Oil & Gas Service and Transportation Tech Congress

Over the years, China has become the second largest oil importer and consumer in the world and recently four state-owned oil tanker companies reached a preliminary consensus to establish an independent ship-owner company of giant proportions. Also, China is planning to invest more than 200 billion RMB in building more than 50 offshore engineering vessels and LNG Carriers to support oil exploration, exploitation and transportation.
This Congress served as an international platform for ship owners, operators, major oil companies and gas companies where discussions on the latest industrial policies and technologies were held.
The Congress commenced with the welcome speech by Mr. Liu Jian, Director of Tianjin Harbor Economic Area Administrative Commission. Then Mr. Zhao Xianliang, Director of Strategic Research Center of Oil & Gas of Ministry of Land and Resources was the first speaker of the two day conference and in his presentation, he gave a general image about the trends in demand and supply of oil and gas in China’s market. Mr. Zhang Baochen, President of China Waterborne Transport Research Institute, analyzed waterway energy transportation demand and prospects in China. Through his session, the audience learnt about the current status of energy shipping market and development and future prospects. Later, Mr. Wang Jinlian, Secretary General of China Association of National Shipbuilding Industry, reviewed the global offshore engineering equipment market in 2012 and analyzed the future market needs for offshore engineering equipments.
Mr. Kiyotaka Yoshida, Managing Executive Officer- Technical Division of Mitsui O.S.K. Lines, gave an exclusive speech on the technical challenges in the ongoing and future LNG Carriers while sharing his experience. During his presentation, the audience was informed about the latest achievement of its construction projects, especially on management of quality control and construction schedule, and technologies of welding and hull blocks installing.
Post this; panelists such as Mr. Zhang Baochen, President of China Waterborne Transport Research Institute, Mr. William Hung, Vice President of Strategic Development of Teekay Shipping (Canada), Capt. Xie Chunlin, General Manager of China Merchants Energy Shipping Company exchanged their insights and experiences on the current challenges and opportunities in developing best shipping practice and the feasibilities of future cooperation between foreign shipping companies and state-owned shipping companies.
Next, Capt. Yan Weiping, General Manager of China LNG Shipping Holding Company, shared his views on international LNG shipping organization, operation and management mode. His presentation focused on the development of shipbuilding localization and specification of ship management. In addition, Capt Yan highlighted on the LNG shipping development in the future.
Mr. Li Jiaming, Director of R&D Center of Shanghai Waigaoqiao Shipbuilding Company, introduced the delegates on the development of new energy-saving and environmental-friendly type VLCC and Mr. Zhou Bing, Director of Marine Engineering Design Center of Sinopacific Offshore & Engineering was the last speaker who presented on the latest Research & Development Type-C Cargo Tankers for Small Scale LNG Carrier. He also shared his knowledge about the new design of tankers and materials used in its current LNG Carrier projects.
Day two of the Congress saw Mr. Sheng Sujian, Chief Engineer of LNGC Project of CNOOC Energy Technology and Service-Oil Production Service Company who spoke on the design and construction of CNOOC 30000m³ LNGC. Also, Mr. Chen Xin, Manager of New Technology Development of Offshore Oil Engineering Company gave a draft image of china’s offshore engineering project and future outlook.
Other noteworthy speakers were Capt. Himadri GHOSH, Marine, Safety & Quality Manager of V. Ships Asia Group Pvt. Ltd, joined our speakers’ faculty for the second time and shared his excellent experience with us. He presented on management of risk and operating an international tanker from a practitioner’s perspective. Mr. Wu Fusheng, Deputy Director of Offshore Products Design Institute of ZMPC, gave an introduction about the market of offshore heavy-duty equipment and Mr. Zhou Weixin, Assistant Director of China Ship Scientific Research Center, presented Research Progress of CSSRC’s Green Ship Technology.
This Congress also saw Global Solutions Marketing Manager, Shardul Sirsamkar, Honeywell (silver sponsor of this event) who made an excellent speech about its core technologies for high tech vessels, especially for LNG carriers. Through his introduction, the audience got a clear imagine about the advanced solutions and products that applies in marine industry.
Besides, some other sponsors showed their most recent products to all the delegates and had an opportunity to hold deep discussions with the leading ship owners and shipyards onsite. Beijing HTN Pipeline Equipment Co Ltd were the exhibit sponsor and WSF Sander Automation Systems and Becker Marine Systems were the attending specialist whereas Clear-Com was the conference sponsor.
Other highlights of the Congress were mayor’s meeting where selected foreign clients attended on the first day and a site tour was arranged by the government on the second day in the afternoon.
